"I have been researching Village Dissolution.  As a resident, I support claims to lower taxes and keep services intact.  As Mayor, however I've researched those assertions.  Developing a Dissolution Plan is extremely complicated requiring the forming of a committee to develop a draft dissolution plan and retaining of a consultant.  Whitesboro residents would be forced to shoulder the cost of a mandated study on the issue and still retain Village debt hurting them with a special tax levy if necessary.  Actual costs to Seneca Falls were $64,000.00 in Attorney fees, $50,000.00 in consulting fees and $2,000.00 in media and public hearings. 

 

The Plan for Dissolution shall address the following:  The disposition of property of the Village; the transfer or elimination of public employees, of which 14 full time employees have been employed with the Village for 10 plus years; the payment of outstanding obligations and the levy and collection of the necessary taxes in assessments therefore; the continuation of Village functions or services by the Town; the fiscal analysis of the effect of Dissolution on the Village and the area of the town or towns outside of the Village.

 

Final costs are all unknown.  If Dissolution were to occur, a resident would have Town Tax, plus separate tax lines/districts such as:  Debt Service (All existing Village debt); Retiree Benefits; Service Award Program; Fire Protection; Street Lighting; Sewer; Water (if construction of new lines); possibly Sidewalk, Drainage and Garbage. The Town does not provide Garbage Pick-up.

 

Most Dissolution processes are just a cost shift.  It needs to be determined what services, if any, are you going to lose and how much is it going to cost.  The incentive from the State of New York for consolidating promises more State Aid, but law makers touting consolidation have cut state aid, not increase it.  I need answers to these concerns.  I've reached out to our local state legislators on this issue and am awaiting their response.

PLEASE TAKE NOTICE:  The Village of Whitesboro now has a "METAL ONLY" Recycling Dumpster at the DPW Garage, 330 Main Street.  You can drop off "METAL ONLY" items by the fence and the DPW will then take care of putting the items in the dumpster.  Metal items are such things as, but not limited to stoves, washing machines, dryers, hot water tanks, bike frames, lawn mowers, metal doors (without the glass), metal pipes, metal cabinets, metal shelving.  Should you have any questions as to any further type of metal products, please call the Village Office at 736-1613 first before dropping off.  "No Propane Tanks" will be allowed.  Please call for any assistance. PLEASE TAKE NOTICE:  The Village of Whitesboro will no longer be plowing/removing snow from sidewalks in the Village, effective 4/21/2010.  Pursuant to ARTICLE III, Section 115-13 Sidewalk Maintenance - The owner or occupant of every property shall keep and maintain the existing sidewalks adjoining his/her premises in a safe and passable condition and shall keep the sidewalks free from snow, ice, dirt, filth, weeds and other obstructions.
